Neucarro: Key Events to 2031

Neucarron scholars continue to theorise and debate on the lack of historical evidence up to approx 0500. Six thousand years are unaccounted for. Scientific analysis shows that there was no less than seven nuclear winters, and one extreme asteroid impact, during this time. Coupled with a state of constant warfare and the use of weapons of mass destruction many consider Neucarro to have lost centuries of innovation.

A technologically modern Neucarro is in the midst of a desperate energy crisis. Made up of four continents, Neucarro is in a state of constant war as Reclara, Troon, Frudin and Lovin fight for survival and dominance of the planet. In 0735, Reclara, the scienftific genius of Neucarro, lead an expedition to the Fabled Isles. There, they discover vast deposits of oil and gas, along with an ancient Neucarron military base, estimated to be 6000 years old. Refusing access to the behemoth military nation that was Troon, the Snow Wars began.

With the Snow Wars consuming the resources and attention of the four nations, there was little attention paid to outer space after the space battles of 0747. This saw almost all satellites and orbital installations destroyed. In 0749, an asteroid crashed into Northern Reclara, killing eight million. The entente alliance of Relcara, Frudin and Lovin expected immediate Troonian invasion with this mammoth shock to the Reclaran continent. Instead, the industrial might of Troon was brought to bear in the form of aid, and the war was suspended.

This period saw rapid advancement in social care for Reclara, Frudin and Lovin who started to focus more on their large poor populations. Reclara, for being a behemoth in science and research, had always focused on  its capital city and left the outlying regional cities and towns to fend for themselves. Finally, investment was seen across the region with Frudin and Lovin following suit. During this time, Troon focused on its major industrial cities. For its automatic government and centrally planned economy, Troon had always focused considerable resources on population investment.

During this period of peace, it was agreed that the Fabled Isles were strictly off limits to all four regions. During this thirty year period of peace, significant advancement was made in nuclear power generation, helping to stave of some of the harshest effects of the energy crisis. The four regions created a joint scientific panel that looked at creating a new generation of nuclear power plants. Fourteen were constructed on a rapid timescale, classified as critical international priorities. This venture would lead to the blueprint of the new world government as it showed what the four regions could do when their specialities were brought together.  Reclara and Frudin designed the nuclear plants, while Lovin provided most of the funding and Troon manufactured them.

The Drumbora islands were a chain of small islands between Troon and Reclara that had been recolonised by both nations to create joint communities. This was a highly controversial diplomatic experiment but did show signs that these very different cultures could work and live together. On the morning of June 1st, 0816, at 11.10am, Troon launched a nuclear strike on the Drumbora Islands. They Troonian government immediately professed their innocence, claiming they had not authorised the strike and that it was either a military coup or technical hack. The Reclaran prime minister, with extreme pressure also from the powerful military state, ordered an immediate retaliatory strike and destroyed one Troon city on the North Coast. Ten million dead. The Great War had begun.

With the entente of Reclara, Frudin and Lovin reformed and determined to crush Troon once and for all, the industrial behemoth took every possible action to inflict massive damage to the three democratic nations. This led to a full invasion of Lovin, crippling the financial resources of the entente for the remainder of the war.

High yield nuclear warheads were used regularly over this time period, pushing Neucarro further to a climate disaster that could not be reversed. With its more arid landscape, the invasion of Lovin had provided Troon with ample access to its lush food belts. This major advantage diminished greatly as extreme climate change began, along with a per-longed cold wave. In an act of desperation, for the first time in history Troon launched an invasion of the Reclaran mainland. The city of IRIS, on the southern coast of Reclara, was the primary naval base of the alliance but more importantly for Troon it had access to the rich fish reserves that surrounded the Reclaran continent. So began the most bloodied battle of the war to that point, with two years of fighting over one city. It eventually fell to Troon.

The Goldberry Islands – the retirement golden sand islands just off the clear waters of Frudin – were destroyed. Goldberry was the only off limit zone on the whole of Neucarro, a place for the old and the children to stay from all four regions. Troon destroyed it in one missile strike, using up the very last of their nuclear reserves. There were no survivors. With the planet now in permanent darkness, the Goldberry Massacre as it became known was the final straw. Reclara went public with the news that they now had eighteen new high-yield nuclear warheads, of the same kind that destroyed the five Troonian cities on the Northern coast attack. Reclara announced it would destroy every single Troonian city if a truce was not immediately called. The Goldberry Massacre and the nuclear winter taking hold had finally pushed Reclara and Troon to the brink of annihilation.

At 12 noon on Sept 3rd, 0824, the Great War ended. Troon immediately began withdrawing from Lovin, ending their five-year rule of the commercial region.

With sheer public pressure, Warren assumed the new position of president of the world council in December 0825. She would later write that her ultimate goal was to first stabilise Neucarro, and then destroy the idea of nationhood for ever.

She her heavy handed powered approach to governance across the four regions, expanding the mass national food dispensing program, quickly followed by mass fabricated hospitals in every major city across the four regions. The food was basic and the hospitals grey and cheap, but it was still the beginnings of progress.

Troon officially declared a national emergency in February 0825 when the army refused to move into major cities outside the capital, particularly among the West coast of Troon. These cities had declared independence from Troon and stopped sending all taxes to the capital. Warren however continued to supply all those cities.

Warren placed great emphasis on sorting out basic needs of society first. Except for the atmospheric cleansers, all research and funding into non-critical areas was suspended. Historians called Warren’s reign of the council as the dark age for science. Instead, global funding was directed to food, health, education and basic infrastructure. By Dec 0826, Warren officially declared starvation extinct. She oversaw the mass construction of a new education network, focused on global needs across the four regions. With this in hand, Warren, who had just turned seventy years old, now turned her attention to what she saw as the final battle she had before announcing the final part of both her and Bradbury’s grand plan.

In May 0827, Warren struck against both Reclaran and Troon military command. The attack simple in design and execution, something that was a trademark of Bradbury who despised complicated technical plans. Selecting his best one hundred agents, on the 23rd May 0827 one hundred senior military commanders across both Reclara and Troon were executed in the early morning hours. They had all been tracked months before with sub-dermal devices inserted into their stomach during routine visits to Warren’s city hospitals. The attack was swift and cold, much like Warren herself who saw each challenge Nuecarro faced as an engineering challenge that needed a plan of action.

In Sept 0827, Warren had a number of meetings with Pion’s chief of security. Every Reclaran prime minister had always operated from the Palace at Ravenport, and the senior security post in the palace was Chief of Security. It was generally a job for life, seen as sacred to the few that obtained such an honour position. The current incumbent was Yeltsin Quinn, who Warren seen as someone who matched her soul. Quinn quickly became Warren’s eyes and ears in the palace, and her lover.

On the night of Sept 28, 0827, Quinn summoned all special forces agents. There, he told them that there was an attempted coup to take place the following day by director Bradbury and his senior officials.

That night, both Bradbury and his senior team were murdered at the very institute that had survived three wars. The RSS institute could be seen from the palace bay windows, always watching the democratic prime minister closely. That night, Quinn led his team and shut down the RSS ownership of the capital once and for all. Warren, who had sat at home that evening, retired to bed early, not thinking of the murder of Bradbury for more than a moment.

The first year of the world government in 8028 saw considerable turbulence. The elections for the worlds first prime minister had to be held three times – albeit with the same winner – due to every region claiming foul play. Eventually Brook Feng was elected on June 5th, 0828, and became the first world prime minister in Neucarron history. The global capital was the Reclaran city of Ravenport. Feng is most remembered for creating the new Neucarron Defence Force, and criminalising any other remaining military from the four nations. One of his final acts was the creation of the Global Security Agency - the worlds new secret police.

June 0838 saw the election of prime minister Josias Brandenburg, a Troon candidate who had swept through first Troon and then Reclara with his bombastic rhetoric of now being the time to rebuild on a mass scale. Frudin and Lovin quickly followed, all four regions knowing their populations were hungry for the rebuilding of major cities and new infrastructure. His time in office is marked with mass global rebuilding.

Six years into his premiership, Brandenburg hosted the worlds first state funeral for Angela Warren, who has died at eighty eight years old. Fully televised, Warren’s funeral was watched by over 90% of the population and she was awarded the newly created Warren Medal of Honour. Brandenburg, wanting something more fruitful to come out of the funeral, declared shortly afterwards that Warren’s final plans – an orbital space station – would be put into action.

During the last two years of office, Brandenburg created the Durand Commission. Durand was a renowned global scholar specialising in advanced democratic theory and social cohesion. Durand proposed the creation of a grand regional minister for Reclara, Troon, Frudin and Lovin. The proposal was approved, and four powerful regional ministerial positions were created.

This time period is considered by Neucarron scholars to be the second golden age, with prime ministers Kia, Tans, Bison and Maurus all cementing the world government into the society of the four regions. They each chipped away at the idea of nationhood, while beginning the practice of regular global programs focusing on specific areas of development. It was during these years that the new World Parliament was created, along with Patterson Space Station, Internet 2.0 and the beginnings of the energy breakthrough Bisoprime.

In 0928, there was a breakthrough at the Watt Research Facility. Set up under the previous prime minister – Martin “Watts” Bison, along with professor Fink. By 0945, seventeen years after the Bisoprime breakthrough, the worlds first Bisoprime reactor came online. A Bisoprime chemical plant was created on the north coast of Troon, allowing for the creation of the critical Bisoprime liquid. The first Bisoprime reactor achieve full electricity output the month before, powering seventy three cities.

Prime minister Thomas Kevington made Bisoprime his administrations number one priority. The Warren energy commission was expanded, now focusing on making more refined versions of the substance while plans were being drawn up for Bisoprime Reactors two and three at different world locations. These reactors were substantially larger than the first. With the reactors taking thirty years to build, Kevington wisely also focused on the refinement of Bisoprime, and soon versions two and three were created, each more efficient than the last. He approved a large global works program to begin laying the undersea pipework for the mass transportation of both liquid Bisoprime to reactors two and three when they come online.

Kevington retired two years earlier than he was due to step down (0966) due to severe failing health, but his guiding hand saw Neucarro secure its energy future in a way that no one had thought possible. One of his final acts was the creation of a Space department, attached to Patterson station, to begin detailed probing of all planets in the solar system.

The next forty years saw successive prime ministers reap the dividends of massive energy surpluses provided by the Bisoprime reactors. Electricity was now free for the entire civilian population of Neucarro. Of note during this period is prime minister Kurtis Halls - considered by many to be the most militaristic prime minister that Neucarro had ever seen under the new world government. Unusually, he lavished the global military with large increases in budget funding. Subsequently, he was a one term prime minister as the population did not accept the military being lavished in such a way.

​Nevertheless, revisionist historians have begun to praise Halls for other areas of his premiership. He reformed the civil service, cut red cape across Neucarro and freed the controlled financial markets of Lovin, allowing financial services and the sector as a whole to thrive. Over the next fifty years, this single action would bring in enough taxation and revenue for the Treasury department to fund all the next great mega projects by successive prime ministers.

Two weeks after the fall of Iris, Reclara struck the Troon continent. Neucarro possesses vastly deep oceans, a source of fascination for its scientists, with some estimates putting them at over 100km. Troon had developed a sensor patrol net able to go 6km deep, to protect itself from Reclara's famed submarine force.

The ever brilliant Reclaran scientists had created a new alloy capable of withstanding extreme pressure at depths much deeper than the Troonian patrol net. In 0821 a Reclaran submarine bypassed this net and launched five nuclear missiles into the heartland of Troon. Five major Troonian cities were immediately vaporised, with an estimated one hundred million dead.

Margaret Louise Hunter ascended to the premiership at the age of forty one, making her the youngest global prime minister in history. She has enjoyed three terms as prime minister, and thirty years at the peak of power on Neucarro with an executive office challenged by few. Her accolades include creation of the new Global Heath Service, a Space Ministry, the Network4Regions undersea motorway system, a new Global Education System and the colonisation program for Rideon III.

Her other achievements are numerous, from mass public works to refurbish housing stocks to completely overhauling the tax and social security system of Neucarro. Hunter currently stands as what some call the first truly global prime minister, at the head of a world government two hundred years in the making. Nationhood is all but dead, and nationalism among the older remnants of the regional populations is quickly dying out.

As her third term comes to an end, many expect her to run and win a fourth term.
