Neucarron Society: Brief Overview
Pacifism
After a history littered with warfare, nuclear and chemical and biological, the new world government created a plan of action to instil into the population a belief that war was wrong. With most of the populace starving and the planet on the verge of environmental collapse, this was easily done and Angela Warren doubled down on this implementation. A dramatic new education syllabus was created and made law for all four regions. It emphasised from the earliest ages the benefits of diplomacy, negotiation and most importantly the aversion to war. After two hundred years, the third generation of what scholars casually call new world citizens have a distaste for any form of conflict boring on extreme aversion. The education syllabus was reinforced under the administration of Margaret Hunter, who sought to ensure the planet was ready for the colonisation Rideon III. The PM’s reasoning behind this was that to have the right to colonise another world, the home worlds society should have moved on sorting differences via warfare indefinitely. She was broadly supported by all the regional ministers who supported the increased allowance this reinforcement brought to the education budget.
The Global Security Agency and its four regional offices permeate every walk of Neucarron life, ensuring that anyone who would seek to challenge the idealist world created is swiftly contained.
Cradle to Grave Care
When the world government was first created, Neucarro lay in ruins after the Great War. The duo nuclear and chemical weapons had destroyed much of the food belts, and 70% of all major cities had either been destroyed or received heavy war damage. The first prime minister decreed to his administration that if the world government was to survive, they had to give the people the promise of a “golden land.” This phrase become synonymous for many years afterwards as the population strived to better Neucarro has a whole.
The first prime minister (Feng) argued to the surviving populations that coming together, creating one government and one economy compared to four competing nations would allow a surplus of resources and a pull of talent never seen before. It proved correct. Neucarro now has a fully integrated economy with a social security system unseen before. It provides total care for citizens from birth to death. The four guarantees of the original world government are still in law:

Of important note was the removal of private healthcare. It was decided that everyone should have access to the best healthcare possible, and this was only made possible with the creation of a global integrated economy. The Global Health Service is a further reinforcement of this initiative by Margaret Hunter. She created what many seen as V2 of the global health network.
Media
The news media service of Neucarro was once fiercely independent, but after the Great War reporters found themselves weary of a new world government that was actively using its new powers to cull old authority figures and anyone who challenged its power in those early days. Revisionist scholars have since argued that it was necessary to “muzzle” the media immediately after the Great War. The new world government was very unstable and many predicted it would not last five years. It was essential to control the media, but they never truly recovered.
Even during the Hunter administration, the media has still been regrouping for the better part of fifty years, once again striving to become independent. Always fearful of the GSA, reporters and investigators tread a thin line between required democratic reporting and interfering with anything above regional government operations. The public of Neucarro hold the palace, and the prime minister, as almost reverent. Margaret Hunter has made small reforms and has been the first prime minister to have sit down interviews with the media while in office. Scholars predict this is finally the thaw in the power of the GSA over the media.
Taxes
Before the Great War, Reclara, Frudin and Lovin operated fully capitalist economies while Troon was more centrally planned. When the war ceased and the world government came into existence, everything about society and the tax system was torn up and redrawn. The disparity of wealth had been a driving force of social anger for many centuries. The works of scholar Luke Rice were seized upon by the new administrations and implemented almost entirely word for word. Rice called for the complete dissolution of all wealth in the new post war world, and the world council and then world government used the force of military and law to level the economic playing field.
The tax system is unquestioned by all on Neucarro. Basic tax law currently focuses around a cap on overall liquid and asset wealth accumulation. No individual may hold more than 100 million in liquid/asset wealth credits. Anything more must automatically be donated to one of the regional Public Fund Initiatives. There are numerous per region, focusing on specific ventures. After the great war, the wealthy were the first to see that something had to change, and they fully supported the new direction. Today, wealth accumulation on Neucarro is seen by many as not overly important when the government already provides all basic necessities. Those who do pursue a career that leads to wealth generation see it as a goal to be able to give something back to society and have their name enshrined into the history books. Public limited companies are required, by law, to donate 7% of all profits to a global initiative program. These GIP’s are created by the palace.
